EGRC Issue With Access Model/Control Import with Responsibility as Access Point (Doc ID 2125381.1)

In Oracle Application Access Controls Governor (AACG), models and controls define conflicts among duties that can be assigned in a company’s applications, and identify users who have access to those conflicting duties.
AACG can also implement “preventive analysis” — it can evaluate controls as duties are assigned to users of the company’s applications, preventing them from gaining risky access.

The issue only happens when access point used in model/control is of type responsibility, When attempting to import a model which was exported from another instance,
the following error occurs.

Access not found (Entity Name, Entitlement Name, Access Original ID, Access Name, Type ID, Datasource ID)[<Resp_Name>, <Entitlement_Name>, 57777-222, <Access_Name>, 2, 29]

The issue can be reproduced at will with the following steps:
1. Create a model in source instance using Responsibility as access point.
2. Export the model to file.
3. In destination instance make sure responsibility used in Step 1 model does exist.
4. Try importing the model from step2 to destination instance or to another datasource in same instance.
5. Import fails.

The issue has the following business impact:
Due to this issue, users cannot migrate the models effectively.
