Performance Issue with Pin_bill_accts (Doc ID 2125831.1)

Symptoms

After upgraded BRM from 7.3 to 7.5 PS11, the user has run billing and found performance issue on subordinate accounts because of an item_t index.

The DBA manually updated stats on the index to get it to work. The subordinate billing performance is not acceptable due to this, sometimes it is taking more than 2 minutes for 1 account billing.
