Charge Offer Having Special Character (£) Failed in PDC

Symptoms
On : 11.1.0.7.0 version, Transformation for PDC
When trying to push charge offer having £ symbol in its name, it failed and caused PDC to be un-responsive.
Also, the user has tried to escape this special character with "£" characters, the issue still persisted.
javapcm.log has errors:
STEPS
1. Loaded a chargeoffer XML using ImportExport utility in PDC and it was coming as failing changeset in PDC UI.
2. Escaped pound symbol with "&163;" in XML, still issue persists.
Since then, WebLogic behaved abnormally and needed frequent restarts.
