Scheduled or Triggered Alert Emails Not Sending (Doc ID 2126056.1)

Symptoms

On OPPM 9.0 or later, scheduled or triggered alert emails are not being sent.

ERROR
-----------------------
The following warning message(s) appears in System Event log:

Case 1
Level: Warning
Source: SMTPSVC
Message: Message delivery to the host '<IP Address>' failed while delivering to the remote domain '<Domain>' for the following reason: An SMTP protocol error occurred.  The SMTP verb which caused the error is 'MAIL'.  The response from the remote server is '504'.

or

Case 2
Level: Warning
Source: SMTPSVC
Message: Message delivery to the host '<IP Address>' failed while delivering to the remote domain '<Domain>' for the following reason: The remote server did not respond to a connection attempt.

The issue can be reproduced at will by configuring a scheduled alert and waiting for the triggering event.

Due to this issue, users are not notified of triggering events.
