File Fails to Upload When 'Unzip All Zip Files After Upload' Is Selected and the Zip File Contains File With Multibye Characters in the File Name (Doc ID 2126542.1)

Symptoms

Actual Behavior

ZIP file containing a file with multibyte character (i.e. Chinese, Japanese, Korean) in the filename fails to upload when "Unzip all Zip files after upload" is checked on

What is Working

File upload works fine when the auto unzip box is unselected.
Zip file can be uploaded with "Unzip all Zip files after upload" checked on if there is no file with multibyte character in the filename in the zip file

Expected Behavior

ZIP file containing a file with multibyte character in the filename to be uploaded even when "Unzip all Zip files after upload" is checked on

Steps to Reproduce

The issue can be reproduced at will with the following steps:
1. Prepare a txt file with multibyte character (i.e. Chinese, Japanese, Korean) in the file name
2. Prepare a txt file with only single byte character (i.e. English) in the file name
3. Archive the two files to one zip file
4. Login to Web Client, open item, and goto Attachment tab
5. Add, and select zip file. Check on "Unzip all Zip files after upload", and Upload
