Bulk Processing of RMS Subscribers such as InvAdj, XTsf and SOStatus Fail to Consume with ORA-14450 when Run in SYNC Mode (Doc ID 2127163.1)

RMS subscribers such as, InvAdj (Inventory Adjustment), TSF (Transfer) and SOStatus (Stock Order Status) fail with ORA-14450 error when run in SYNC mode for NIL (New Item Loc) EVENT_TYPE on COST_EVENT_RUN_TYPE_CONFIG table. Also please note that running in SYNC mode is needed for Allocation approval to be able to create the new item/location in the session that is used for approval. This will ensure that the record will be inserted in the FUTURE_COST table and support the creation of the franchise order.


Steps to Reproduce

1. Consume any of the InvAdj, TSF or SOStatus messages.
2. Notice the ORA-14450 error.
