Unable to Navigate Through Messages in Instantis EnterpriseTrack (Doc ID 2127216.1)

Symptoms

When viewing Messages (not My Messages) the list indicates multiple pages of messages exist but when the '>' or '>>' is clicked to move to the next page, no messages display.

The issue can be reproduced at will with the following steps:
1. Log in in as Application Administrator (app_admin) or user with equivalent privileges
2. Navigate to Messages (not My Messages)
3. Click the radio buttons next to 'Expired' and 'Created By Others' click 'Go'
4. Initial page displays correctly and shows records '1-10 of 100' (or some other number). Click '>' or '>>' at the bottom of the list to see the page of messages. "There are no Messages" displays
