Rapid Planning Supply Demand Query For Ineligible Orders Does Not Return All Orders (Doc ID 2127504.1)

On : 12.2.4 version, Planning Engine in CRP

Users are on 12.2.4 and have applied VCP Cum Patch - 19549533 - key RP files

Users are not getting all status = ineligible rows to show up in Supply Demand view. Users Searched in RP UI for a given plan as follows
Organization =  85
Order Type = Work order
Release Status = Ineligible
They run this query and this exported 16 rows

Now they query with
Item =  id = 75671
Organization =  85
Order Type = Work order
Release Status = Ineligible
They run this query and it returns a row. However this item/work order did not show in the output of the previous query abvove

The UI logs don't show anything helpful. Couldn't find any research hits to help either

Expect all rows to be shown in the query for ineligible work orders

The issue can be reproduced at will with the following steps:
1. Open plan in RP UI
2. Query general data and get rows returned
3. Query with more specific criteria and row is returned that did not show in the previous query
