UWC IcsExtendedUserPrefs-ceDefaultAlarmStart Is Not Interpreted Correctly By IWC After Migration

Symptoms
The icsExtendedUserPrefs-ceDefaultAlarmStart attribute is not interpreted correctly after migrating from UWC (aka Communications Express) to Convergence (IWC).
According to the UWC documentation, the ceDefaultAlarmStart attribute specifies the default number of hours and minutes before an event or task reminder should be sent. The default Value is PT0H30M (30 minutes before the event). This attribute is still used in IWC.
With UWC, a user can set attribute ceDefaultAlarmStart to PT0H30M (default Value as documented to send an alarm 30 minutes before an event or task).
The interpretation of this attribute made by IWC is not the same (attribute must contain a minus sign to function as intended).
So a user with an icsExtendedUserPrefs-ceDefaultAlarmStart attribute set to "PT30M" is correctly reported in Options/Calendar/Notifications as Notifications arrive before: 30 minutes but, new events with reminder are always set to 30 minutes afterwards and not beforehand as expected.
