TSService Should Use Dedicated DBService Instance

TSService should use a dedicated DBService Instance
TSService periodically calculates a snapshot of the outage-related information. It is done by executing set of queries against NMS database. These queries can be time-consuming. In order to minimize effects on other parts of NMS TSService should use dedicated DBService instance.
Snapshots should then be trackable and go through TSDBService.
