Symptoms

When trying to modify a user defined field (UDF) to context sensitive in Install mode.

ERROR
-----------------------
Error: The field controls the visibility of another field and should be visible.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create new UDF1 set to Visible
2. Create new UDF2 set to Context-Sensitive, visible when UDF1 = value
3. Modify UDF1 from Visible to Context-Sensitive, error occurs

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot modify existing UDF to context sensitive type.
