Notification Was Sent Out For Wrong Control Zone

Service Alert: Notification was sent out for wrong Control Zone.
The problem only seems happen when operating a device in NorthWest.
When testing a device in North Zone it did not send a notification for NorthWest Zone.
Service Alert should only be sending out the alert to those groups monitoring the specific zone where the outage device is located.
The issue can be reproduced at will with the following steps:
1. Setup 2 notifications (Parameters) in Service Alert.
a. 1 to send notification when a protected device has a RDO or PDO in the NorthWest Control Zone
b. 1 to send notification when a protected device has a RDO or PDO in the North Control Zone
2. Operated recloser in the NorthWest control zone
3. Email/page notifications were sent to NorthWest and North notification email/page groups.
a. Expect that only notification of NorthWest email group.
