PCM_OP_BILL_MAKE_TRIAL_BILL Is Not Creating Trial Bill For Accounts With Short Cycle

When running the PCM_OP_BILL_MAKE_TRIAL_BILL opcode, the trial bill is not being generated for the scenario below:

Generate trial invoice for an account that has undergone DOM change that generated short cycle (exactly 15 days between old DOM and new DOM). The expected cycle to be created is from 09/01 to 09/16. The current accounting cycle of the billinfo is as follows:
last_t: 08/01
next_t: 09/01
future_t: 09/16

Trial invoice is also not created when the difference between old and new DOM is 16 and 17. Please note that the delayed billing for BRM is set to be 17 days.

Trial billing and invoice should get created.

The issue can be reproduced at will with the following steps:
a. create account with DOM 1 on 08/01/2015
(no product has been purchased since the issue is about generation of bill and not the charges of the product)
b. generate bill now
c. change DOM from 1 to 16 via UPDATE_CUSTOMER (short cycle is generated)
d. move pvt on 09/01/2015
e. trigger PCM_OP_BILL_MAKE_TRIAL_BILL for the account
f. no trial bill was generated

Due to this issue, Customer cannot generate trial bills and trial invoices for Short Cycles.
