Only One Update From Team Member Is Displayed When More Exist (Doc ID 2128668.1)

Symptoms

ACTUAL BEHAVIOR

P6 Web only shows one update from Team Member when more than one has been created, if the first update is not Held when reviewing updates.

EXPECTED BEHAVIOR

P6 Web should show there was more than one update from Team Member when more than one has been created if the update is not Held when reviewing updates.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set project preferences for team member updates to activity owner.
2. Set up a project to have activities and project preferences for team member updates by activity owner including expected finish and all updates need to be reviewed
3. Make a change to an activity in Team Member ("Activity A"), and save. Customer suggested change is to have Activity A start but on a slightly different day.
4. Check the update in P6 EPPM to Activity A, but do not accept the change.  
5. Make another change to Activity A in Team Member. Customer suggested change is to put in an Expected Finish date that is different than Activity A's finish date. Click save.
6. Check the update in P6 EPPM to Activity A. Notice that only the change from Step 5 above is showing.  The unaccepted change from Step 3 does not show.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot accept updates via Team Member confidently if multiple updates were made before reviewer accepts them.
