Actual Finish (Finish By) Is Blank When Entered Through Team Member Web (Doc ID 2128769.1)

Symptoms

ACTUAL BEHAVIOR
---------------
In Team Member, when clicking the Complete Task button and entering the Start By and Finish By dates, then saving, the Start By (Actual Start) is correct in P6 but the Finish By (Actual Finish) is blank, the % Complete is 100 and the Activity Status is In Progress.


EXPECTED BEHAVIOR
-----------------------
When updating schedule via Team Member, the Actual Finish in P6 to match.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
STEPS TO REPRODUCE:
1. Create a project "P1".
2. Set Team Member Interface to "Activity Owners" in Set Project Preferences.
3. Create an activity "A1".
4. Set "Activity Percent Type" to "Physical" for Activity "A1".
5. Assign an owner to the activity.
6. Log in to Team Member as Activity Owner.
7. Click "Start" then click "Complete Task" and then save.
8. See that Activity % Complete is 100% but status is "In Progress".
