Plan Transition Is Successful Even Though "From Plan" Is Already In Cancelled State

Goal
On : 7.5 version, Pricing
Issue in purchasing Duplicate Plan at subscription group level while doing Plan transition through PCM_OP_SUBSCRIPTION_TRANSITION_PLAN opcode.
Scenario:
1. User did a future dated Plan transition (Plan A to Plan B) which created a deferred action in system.
2. Before Deferred Action schedule date, another user runs a Plan Transition operation from Plan A to Plan B. Plan got transitioned.
3. Deferred action schedule (as set in Step 1) executed on due date as usual while Plan A is no longer Active and which has already transitioned to Plan B in Step 2 above. Now, during deferred action execution, Another instance of Plan B purchased. Now Subscription has Two instances of Plan B Active.
What is the OOB behavior in this case, is there no check in PCM_OP_SUBSCRIPTION_TRANSITION_PLAN opcode whether Plan A is Active while Transitioning to Plan B?
