HTTP 404.17 error after fresh install of OPPM and accessing to the login page

When attempting to open the login page of OPPM, the following error occurs.

HTTP error 404.17

The issue can be reproduced at will with the following steps:
1. Access to the https://server_IP/ProSight
2. the OPPM login page does not display. Instead, error shows

The issue has the following business impact:
Due to this issue, users cannot login and use OPPM.
