"ORA-12547: TNS:lost contact" In Log When Starting PSUB

When attempting to start the PSUB process in UNIX/Linux the following error appears in the rxcpsd_dbname_466_1.log file:
ERROR:Daemon error while connecting:/ ORA-12547: TNS:lost contact
The issue can be reproduced at will with the following steps:
1. p1=dbname; p2=466; . opa_setup
2. start_psub dbname 466
Recently upgrade RDBMS from 220.127.116.11 to 18.104.22.168
