Inserted Partition Key Does Not Map To Any Partition (com.mslv.oms.OMSException: ORA-14400) (Doc ID 2129787.1)

Symptoms

When OSM starts receiving orders, OSM is is trying to insert into a partition which is not present in the Database.When we checked om_order_id_block; we could see new entries for partitions which are not present in DB.
