Error While Starting ECE -CustomerUpdater Process and the Server Was Not in UsageProcessing State (Doc ID 2129913.1)

While starting the Elastic Charging Engine (ECE) customerUpdater process, the below error showed up and the process exited. The server was not in the Usage Processing state.

There were total 383 products available in Billing and Revenue Management (BRM) and Pricing Design Center (PDC), but only 306 products were in the ECE cache. The pricingUpdater log skipped 77 products which were of type ITEM, and because of this customer updater failed with the below error:
