Unable to save new application instance in ASCP  

When trying to add a second EBS instance to the application instances form in ASCP initially receive an error that "Source to APS db link already exists".
Click OK
and then select the Organizations button,
 receive error ORA-00936: Missing Expression, FRM-40505: ORACLE Error: unable to perform query.
Then able to add the organizations to the form but again not able to save the instance.

We have rechecked the configuration on both the Source instance and ASCP as well as the DB links being set up by the APPS user.

"Source to APS db link already exists".

The issue can be reproduced at will with the following steps:
1. Setup the dblinks
2. Try to add a second EBS Source instance in the Applications Instances form using the dblinks

Advanced planning administrator>admin>instances
Instance Code = XYZ
Instance Type = Discrete
Version = 12.1
From source =
From APS =
Enable Flag = Checked
GMT = -1
Currency = GBP
Click save or Organizations

3. Get the error "Source to APS db link already exists".
