ReSA Does Not Determine UNIT_RETAIL_VAT_INCL Field Correctly (Doc ID 2130157.1)

Actual Behavior
ReSA does not include tax amount in balancing correctly.

Expected Behavior
The UNIT_RETAIL_VAT_INCL should be determined with the same logic as what SAIMPTLOG_RTLOG is using.

What is Working
ReSA has a logic on SAIMPTLOG_RTLOG to determine if IGTAX amount should be included into the Sales total or not, which is correct.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Make sure that the CLASS_LEVEL_VAT_IND is set to 'N' and the store in testing has VAT_INCLUDE_IND = 'N'.
1a. By default all CLASS.CLASS_VAT_IND is 'Y' when the CLASS_LEVEL_VAT_IND is 'N'
2. Create an RTLOG, make sure that the store is setup with IGTAX, and the Transaction has IGTAX line.
2a. Also make sure that the Retail price is VAT exclusive and the Transaction is out of balance.
3. Once uploaded successfully, go to the transaction to fix error.
3a. Notice that on Item detail line or SA_TRAN_ITEM, the Unit retail vat incl flag is set to 'Y'.
4. The IGTAX amount can be updated on the Item Tax line, but the adjusted value will not effect the Sales total, as ReSA assumes that the Retail price is VAT inclusive when it is not.
4a. The UNIT_RETAIL_VAT_INCL indicator should be set to 'N'
