Emails Not Received for Failed Login Attempts (Doc ID 2130600.1)

According to the Admin Guide, if a valid user enters the wrong password X times, the user account will be locked and an email will be sent to the appropriate administrator.

The account is locked.

However,  emails are not getting sent.
