'Reports Server name already exist' Error When Installing the TMS 5.1.1 Patch (Doc ID 2131417.1)

Customer has installed Oracle Clinical and TMS Release 5.1 and is now installing TMS Patch 5.1.1.

The TMS 5.1.1 Release Notes (Doc ID 2094705.1) states to follow the instructions in Chapter 7 of the Oracle Thesaurus Management System Installation Guide for Release 5.1.
Customer is following the steps in Chapter 7, including section 7.9.1 - Install the Oracle Thesaurus Management System Front End and Reports Server.

During the upgrade of the TMS Reports Server for Patch 5.1.1, the Oracle Installer displays the following error if the Reports Server Name already exists:

Error: Report Server name already exist, please give another name!

The TMS 5.1 Installation Guide states the following:

Note: If you have already installed the Oracle Clinical Reports Server on this machine, you do not need to install the TMS Reports Server.
The Installer prevents you from installing two Reports Servers with the same name.
Currently the report sever install fails to create the Oracle Report Server as it already exists.

Is this a bug or a setup issue?
