Why is Lucene Search with user group filters returning mixed results? (Doc ID 2131770.1)

Goal

On : 8.1.3.1 version, Information Manager Console

In 8.1.3 when performing an IM Lucene Find for content with both a specific category and user group and choosing the bullet for "Match All of the Selected Categories", why are mixed results being returned?.
