Unable to Edit Text Fields in OPPM, if They Contain URLs (Doc ID 2131809.1)

Symptoms

On : OPPM 15.1.0.0 version, Setup Module

ACTUAL BEHAVIOR
---------------
After a URL (e.g. http://www.oracle.com) is saved in a text category on a form, it cannot be edited.

EXPECTED BEHAVIOR
-----------------------
Should be able to edit any manual text category field with a hyperlink / URL on a form.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On a form with a text category containing a URL (www.google.com, www.yahoo.com), hover the mouse over the URL.
2. Attempt to place the cursor in the field for editing, by clicking in the field with the mouse.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users are not able to change, edit or delete the field data after updating.
