Unable to Login to Argus - Login Hangs followed by XML ServiceRequest failed. (-2147023170)

On Applications Oracle Argus Safety Version 7.0.5
No users were able to login on Argus validation/test environment.
After navigating to the Argus Homepage and entering user login details the screen would hang, eventually after around 15 minutes below error would appear:
XML ServiceRequest failed.
