With One Project Opened, Predecessors and Successors to Other Projects are Not Seen in the Pro Client

Symptoms

ACTUAL BEHAVIOR
---------------
With only one project opened, predecessors and successors to other projects are not seen in the pro client.  When attempting to import this project, the following event code is seen:

'pred_task_id'.

EXPECTED BEHAVIOR

Predecessors and successors of the closed projects show up for the activities in the opened schedule.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open some or all projects that have links to each other.
2. Note the relationships are displayed for the predecessors and successors from other projects.
3. Open one of the projects.
4. Note that the relationships to and from other projects are not listed.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see relationships to and from other projects in the relationships section.
