Zone Level Promotion Is Populating Incorrect Data in RPM_PROMO_LOCATION_PAYLOAD

Incorrect data gets populated in RPM_PROMO_LOCATION_PAYLOAD table when a promotion is created at zone level.

Steps to Recreate:

  1. Setup:  There is one Zone ID: 1, which has 98 stores overall.  There is one item: 206577, which is ranged to only 18 of the 98 stores.
  2. Now create one simple promotion for item 206577 with zone level.
  3. This item got extracted only for those 18 stores in RPM_PROMO_LOCATION_PAYLOAD for successfully ranged stores.  This is correct, and the same is updated in RPM_FUTURE_RETAIL.
  4. However, when checking in RPM_PROMO_LOCATION_PAYLOAD table, note that data was extracted for this promotion for all 98 locations in the zone level, even those not ranged.
