Argus Does Not Honor User Group Privileges (Doc ID 2133517.1)

When a qualifying case is routed to a workflow state, e.g. 'Regulatory QC', and a user belonging to group 'Regulatory QC Group' opens the case, the privileges assigned to the 'Regulatory QC Group' are not honored, resulting in user not being able to route the case further.
