If a single ground is placed on a device, attempting to remove it causes the selection dialog to appear. After the system automatically removes the lone ground, the selection dialog has no entries to select and only the Cancel button is enabled.
This causes any multi-step actions to fail (since the operator MUST press cancel to continue).
The Remove Ground action should behave the same was as a mismatched-phase Remove Condition does; namely, the selection dialog should not appear if there is only one ground available.
The issue can be reproduced at will on an OPAL model with the following steps:
1. Start web workspace and subscribe to all zones in the Authority tool
2. Bring up F1211 in viewer.
3. Launch Control tool.
4. Select B-phase and Open.
5. Place Ground on B-phase.
6. Open the Control tool for the same device again.
7. Select all three phases.
8. Choose Ground > Remove Ground.
The dialog appears (though it shouldn't).
The ground is listed briefly before getting removed.
The dialog sticks around with only the Cancel button enabled.
