Symptoms

CIS 4.6.2 Install Fails With Windows Installer Package Error While Attempting to Create Database Users

CIS install fails with an error:

Error 1722. There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor. Action CreateDatabaseUser, location:...\MSI3ABF.tmp, co...

Note that the name of the .tmp file may not always be the same.

In the event log the only error that appears is as follows:
