Symptoms
CIS 4.6.2 Fails to Install With Unable to Process the System Plug-in Package
The CIS install successfully creates the CIS database users, but then fails when attempting to configure the plugins.
The error in the install log shows:
The inner exception System.Exception was thrown with the following error message: System plugin installation failed. Standard output: Configuring System Plugin : PluginFiles_3603F559-673D-48f0-8576-9CA3BC06154D.zip

From SQLPlus, a database connection can successfully be made to the CIS database from the CIS application server.
