MSS wrongly Updating Last User and Date For Pending Tasks when Using Work Mgmt Service Request Tasks Function

Problem updating Last User/Date for Tasks when using Service Request Tasks function

When using Work Queue Mgr - Service Request Task function to change work queue or update Pending tasks (i.e. not in Ready state),
MSS is wrongly updating the Last UserID and Date for other tasks as well.


Only the affected Tasks should be updated.


The issue can be reproduced with the following steps:

1. Using two different UserID's: e.g. Usr-1 and Usr-2

2. User Usr-1 changes one Pending task to be NR (Non-Required) for a given order
    ===> MSS updates that task and others for the Last User/Date in the database

3. User Usr-2 marks a group of other Pending tasks as NR
    ===> MSS updates other tasks' Last User/Date in the database


This problem is impacting the project's metrics, as it is preventing them from accurately capturing information on the user who has actually completed a task,
as the user's name who completes a task (and the completion date) are being incorrectly updated by subsequent updates to other tasks on an order,
which is showing the wrong user as having completed the task.
