Symptoms

On completion of A Modify Order , line items status for some lines remain Open in OSM and Siebel.
This has been observed where we have line items only with the action code as 'DELETE'.

The order was submitted with below structure:
-Promotion(NONE)
--Commercial Bundle(NONE)
----ServiceBundle1(NONE)
--------Product1(NONE)
----ServiceBundle2(DELETE)
--------Product2(DELETE)
----ServiceBundle3(NONE)
--------Product3(NONE)

On completion:
Assume a Promotion structure :
-Promotion - COMPLETE
--Commercial Bundle - COMPLETE
----ServiceBundle1 - OPEN
--------Product1 - COMPLETE
----ServiceBundle2 - COMPLETE
--------Product2 - COMPLETE
----ServiceBundle3 - OPEN
--------Product3 - COMPLETE

Whereas we would expect all line item status to be completed.
