Viewer Search Does Not Return the "Full Search Result Limit" Number of Entries

Symptoms
A smaller than expected number of viewer search results are returned when setting the "Search Result Limit".
The result set should return up to the maximum number entered as the "Result Limit Value".
For example: using a search returns an incorrect amount of results based on the number of the search result limit that is entered.
• If searching for address using wildcard before and after and a search result limit of 100 it returns 94 results
• Changing to 500 returns 428 results
• Changing to 750 returns 452 results which is correct
