How to display manual task in OSM Task UI using Single Row per Order

Issue:
If you query with Single Row Per Order, and there happen to be two tasks executing for that order (one manual task for which the operator has permissions, and one automated task for which the user does not have permissions), then the query output sometimes shows the manual task and sometimes shows the automated task. It seems to be that the task shown is the last one started of the two parallel ones, but that requires confirmation from Product team

Question:
1. If the user have permission to see only the manual task, why the query page shows the automated task to the user?
2. If the query page designed to show also the automated task, and if an order got automated and manual tasks open in parallel, why the query result page is showing sometimes the automated task for which the user do not have permission and not showing the manual task for which the user have permission.
3. As per current OSM behavior, if two tasks are running in parallel, when queried, OSM display the last created task in query result page. Is this documented behavior or this is happening now and subject to change in the future?Why there is a slowness when queried using "Single Row per Task Instance".
