Why Item Location Ranging Does Not Update the STORE_SEQUENCE_ITEM Table ?

In Store Inventory Management (SIM) version 14.1, for a new store, when the item location ranging is done in Retail Merchandising System (RMS), all the related SIM tables like STORE_ITEM_STOCK, STORE_ITEM, etc are updated but there are no records populated in STORE_SEQUENCE_ITEM table. Earlier in SIM version 13.1, for a similar scenario the table RK_ITM_LCN would have been updated with all the items with no location when ranging is done from RMS.
Is there a reason why in SIM version 14.1 there are no records populated in the STORE_SEQUENCE_ITEM table ?
