RPAS Fusion Client: Group Profile Not Applied/Visible for a Specific User (Doc ID 2135864.1)

Symptoms

A specific user is not seeing the Profile changes that were saved for the Group Profile. Other users see the changes. Another user cannot see the Group Profile at all in the Select Profile dropdown.
