Automatic Throw Over Operations are not Reflected in Study Mode (Doc ID 2136179.1)

Automatic Throw Overs (ATO) when in study mode does not update with the correct state after 2 ATO events.

ATO switches should get updated in study mode

The issue can be reproduced at will with the following steps:
1. Start web workspace
2. Start a viewer
3. Toggle to Study mode
4. Find a pair of ATO devices -- S3245P/S3245E
5. Do a phase-wiredown upstream of S3245P.
This results in PENDING flags getting displayed on the two switches. After a second or two, the flags disappear and nothing else happens.
Everything downstream of S3245P appears deenergized.

6. Unload the maps and search for S3245P again.
Now the ATO devices appear triggered and everything is energized again, by the alternate feeder.
