Stale Active Sessions with Zero Consumed Reservation to be Cancelled Instead of Terminated

On : version, Rating business logic

Stale sessions have been initiated with no consumed reservation needed to be cancelled instead of terminated.

1. Consider a product with rate plan of minimum quantity of 60 seconds for voice call
2. Pass an initiate command and check the active session as success

3. Pass a terminate command after the expiry period of 1st active session

> sh run sessionPPNEW2 0049100121 TERMINATE 0 60 TelcoGsmTelephony EventDelayedSessionTelcoGsm 1.0 2016-07-03T12:00:00 1 1208553487 CUMULATIVE

Actual Result
After expiry period of the 1st usage, during 2nd usage terminate, it will trigger cleanup of 1st usage with terminate and no usage.
But product configuration will use 60 seconds for rating which will actually charge subscriber without any usage.

Expected Result
If active session is in initiated state with no usage, ECE should should consider this as cancel, not terminate.
