PCM_OP_CUST_SET_STATUS Closes All Accounts with AR BILLINFO of Parent

Symptoms
Due to custom design and business requirements, the user needs to create new billinfo while moving it in (new subordinate) and out of a hierarchy. The user has customization to reuse the billinfo if the child account, once out of the hierarchy, wants to go to the hierarchy of the previous parent. This avoids going through the new billinfo, balance group creation logic.
BRM on termination of the Parent Account, closes all the group billing members and the accounts which has reference to the AR_BILLINFO_OBJ of the parent. There is no way to stop account closure on non-paying child accounts, which are already moved out of hierarchy, but it is still referring the parent AR_BILLINFO_OBJ.
The user is looking for something which can give control to skip child accounts or accounts which references the AR_BILLINFO_OBJ of the Parent.
STEPS

The issue can be reproduced at will with the following steps:
1. Create Parent Account
2. Create Individual Account
3. Move Individual account in Hierarchy with Subord billinfo (custom code)
4. Move Individual account out of the hierarchy creating a new billinfo (custom code)
5. Terminate the Parent account
