Using Nrt For Controlling Boosted Record Order Does Not Preserve Desired Order of Results

We have business requirements that need to boost the search results according to the order of one field (a number like: num1111 ) which are passed from third party.   We are considering using the Nrt parameter (Relevance Ranking terms) to do this. The query would look like this:

The values for Nrt are: num1111+num2222+num3333+num4444+num5555+num6666
The order of values we put in Nrt are exactly in the order of third party that pass to us. In the search results, we find that results boost as a group which means the items whose numbers, if in the Nrt parameters, are returned at the top but not in the order the third party sent them to us. What we want is to boost those items according to the exact order that third party returns to us.  In this case, we want items with num1111 in first layer, items with num2222 in second layer, items with num333 in third layer, which matches the order they appear in the Nrt parameter.

Is there a way to use Nrt to achieve the goal or a more optimal approach to accomplishing this?
