"Could Not Define Server Specification For report_server" Error (Doc ID 2138611.1)

Goal

This is a fresh installed OC 4.6.6 database with no studies entered yet.
When testing a OCL_STATE codelist report in OC, the report PREVIEW gives the following error:

ORA-01403 NO data found Could not define server specification for report_server

If they choose output to a FILE, there is no error. The REPORT_SERVER reference codelist has been setup and activated.
