P6 Web And P6 API Applications Take Minutes To Login

When logging into P6 Web, it takes up to 15 minutes to login the first time and the message "Validating user credentials..." displays. Subsequent logins are fast.
Both UDFVALUE and TASKACTV tables contain hundreds of millions of rows.
While this is happening, no tracer information or Java Console log entries are written. Wireshark trace shows count queries are being run against approximately 10 tables, and the UDFVALUE and TASKACTV tables are taking an extended amount of time to return a response:
Once logged into P6, performance is normal; only the initial login takes so much time.
- Logging out of P6 then back in is fast.
- Exiting the browser then relaunching it and logging back in is fast.
Using the P6 API shows that the Session.getDatabaseInstances process is causing the delay, by performing multiple Select count(*) SQL commands.
