Using the Web Client, View Attachments Icon is Missing under BOM Tab (Doc ID 2139159.1)

Symptoms

In Item's BOM tab, the Attachment icon column is missing.

EXPECTED BEHAVIOR

In Item's BOM tab, the Attachment icon column should display and allow users to click.

STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. Logon Agile WebClient as any problem user
2. Open any Item, click BOM tab
3. Will see Attachment icon column is hidden.
