Symptoms

On : 7.5.0.12.0 version, Subscription Management

ACTUAL BEHAVIOR :
---------------------
Customer encountered a problem with duplicate refund generation after offer inactivation. Account purchases an offer (package of products/discounts) into the future. On first date of offers validity, respective offer is inactivated with effective_t to midnight (Actually the offer is valid for 0 days). During inactivation, refund for the charge is generated twice.

EXPECTED BEHAVIOR:

Expected behavior is that refund is generated only once.

STEPS:
-----------------------
The issue can be reproduced at will with the following steps:
Steps to reproduce:
 
1. pvt=10.02.2016 01:00
create account with BDOM 10,

2. pvt=10.02.2016 16:40
create Basic Offer into the future (cycle forward monthly charge for prorated product with monetary amount 29,1667 is generated)
 
3. pvt=10.03.2016 03:00
inactivate Basic Offer effective to midnight
  start_t = 10.3.2016 00:00
