Upgrading Database to Version 126.96.36.199 or Higher Takes Long Time

When upgrading the group database from version 188.8.131.52 to version 184.108.40.206, the upgrade is taking several days and has still not completed. Also, no errors are being reported however the sqlservr.exe process is still running at 97% CPU usage.
Database should upgrade within a reasonable amount of time (not hours or never, in this case)
