Connections On Order Not Appearing In CKTID Task (Doc ID 2139992.1)

ACTUAL BEHAVIOR

When the user launches the CKTID task no circuits appear in the list.


EXPECTED BEHAVIOR
-----------------------
When the customer launches the CKTID task circuits should be populated in the list.

STEPS
-----------------------
This issue is intermittent and happens only for some orders due to inconsistent location information in the database.

The issue can be reproduced at will with the following steps:

1. Query for a PSR order
2. Open the order and expand the global icon.
3. On this order 2 circuits are being disconnected and two are being added to replace the discos.
4. Go to work queue ASAP and find the CKTID task and launch it.
5. You'll see that no circuits are populated in the list.
6. This does not happen with all circuits just a chosen few.
