Cannot Open A CRF In RDC 5.1 (Doc ID 2140669.1)

Symptoms

ISSUE:

RDC Onsite fails to open CRFs with the following errors:

Exception Details:IO Exception. Unable to proceed further.
oracle.pharma.rdc.de.exception.FailedOperationException: IO Exception. Unable to proceed further.
at oracle.pharma.rdc.de.service.dps.DataProviderService.getRdciDocData(DataProviderService.java:230)
at oracle.pharma.rdc.de.service.dps.DataProviderService.processCommand(DataProviderService.java:238)
at oracle.pharma.rdc.de.servlet.RuntimeController.doPost(RuntimeController.java:545)
at javax.servlet.http.HttpServlet.service(HttpServlet.java:727)

Debug files (ie: DcapiHtml_belour1_2016May20225854984.dbg and DcapiExec_belour1_2016May20225854984) are reporting the error:

In handle_pdf_dcapi_status combinedresponsestring is 4 CheckPrivilege - 284900:User does not have the privilege to call this function in the current mode..

Changes

 Upgrade from OC 4.6.0 to 5.1.0
